Position: Assistant Director of Residential Services

 

Reports to: Director of Residential Services

Positions Supervised: Program Coordinators

Status: Exempt Position


General Statement of Responsibilities

The Assistant Director of Residential Services is responsible for the overall operations of the assigned residential programs. The Assistant Director of Residential Services operates under the supervision of the Director of Residential Services. The primary responsibility of the Assistant Director is to ensure Attain, Inc.’s policies and procedures are consistently implemented and to support the achievement Attain, Inc.’s stated goals.

Specific Duties

Residential Habilitation and Behavior Analysis Services

  1.  Ensure residential habilitation services are provided in accordance to Chapter 393, Rule 65G, the Medicaid Waiver Handbook, APD the Provider Agreement, DCF Group Home Licensing Rule, Community Based Care contract and in accordance to applicable Attain, Inc. policies, to ensure consumers are safe, healthy, enjoy their lives, become as independent as possible and overcome their problem behavior. Ensure that all direct care staff adhere to The Bill of Rights for People with Developmental Disabilities. Ensure the consumers are free of abuse and neglect. Assist with the admission, transfer, and discharge planning of all individuals served at Attain, Inc.
  2. Coordinate residential licensing for assigned programs. Ensure the community residential homes maintain proper licensing through the Agency for Persons with Disabilities or the Department of Children and Families and meet the requirements of Chapter 393, Rule 65G, the Medicaid Waiver Handbook, APD Provider Agreement, DCF Group Home Licensing Rule, Community Based Care contract and in accordance to applicable Attain, Inc. policies.
  3. Ensure that all housekeeping, maintenance, and repairs are completed in a timely manner to maintain clean, healthy, and safe environments.
  4. Review all incident and shift reports, taking appropriate action as needed in accordance with Chapter 393, Rule 65G, the Medicaid Waiver Handbook, the Provider Agreement, Department of Children and Families (DCF) rules, Community Based Care (CBC) contract and Attain, Inc. policy.
  5. The Assistant Director will be on-call to support the delivery of residential habilitation and behavior analysis services in accordance with Chapter 393, Rule 65G, the Medicaid Waiver Handbook, the Provider Agreement, DCF rules, CBC contract, and Attain, Inc. policy.
  6. Ensure that a family home atmosphere is maintained in the home. A family home atmosphere is one that promotes positive interactions, fosters dignity, and which allows for risk taking while fostering growth and independence.
  7. Support the delivery of applied behavior analysis in accordance to Florida Chapter 393, Rule 65G-4, the Medicaid Waiver Handbook, the Provider Agreement, and Attain, Inc. policy.
  8. Ensure that adequate transportation is available and provided to residents as needed. Ensure that all vehicle safety standards are followed and adhered to by direct care staff.
  9. Ensure residential habilitation and transportation services are documented in accordance to Chapter 393, Rule 65G, the Medicaid Waiver Handbook, the Provider Agreement, DCF Group Home Licensing Rule, CBC contract, and Attain, Inc. policy.
  10. Ensure Attain, Inc. compliance with Florida Administrative Rule 65G-8 Reactive Strategies and applicable Attain, Inc. policies.
  11. Coordinate the implementation of Attain, Inc.’s consumer grievance policy and procedure.
  12. Meet with parents, guardians, case workers, Support Coordinators, Agency for Persons with Disabilities representatives, employers, physicians, staff members, neighbors and all other professionals as required to provide high quality residential services.

Quality Assurance

  1.  Audit data collection records routinely to ensure compliance with in accordance to Chapter 393, Florida Administrative Rule 65G, the Medicaid Waiver Handbook, the Provider Agreement, DCF Rules, CBC contract, and Attain, Inc. policy.
  2. Audit all required residential, consumer files, financial records, and service documentation and records routinely to ensure compliance in accordance to Chapter 393, Rule 65G, the Medicaid Waiver Handbook, the Provider Agreement, DCF Rules, CBC contract and Attain, Inc. policy.
  3. Actively participate with assigned Program Coordinators on Attain, Inc. quality assurance initiatives.

Financial

  1.  Assist with the coordination and auditing of consumer and agency petty cash and banking procedures in accordance to Chapter 393, Rule 65G, the Medicaid Waiver Handbook, the Provider Agreement, DCF Rules, CBC contract, and Attain, Inc. policy. Ensure purchases are made in accordance to the purchase order and charge card policies.
  2. Coordinate the payroll in accordance with applicable payroll policies and procedures.
  3. Assist in implementing and maintaining within approved home budgets (i.e., purchase groceries, maintain inventory of all needed supplies).

Medical

  1.  Ensure the health, safety and well-being of each consumer. Assist with the healthcare coordination and medical appointment coordination in accordance to Florida Administrative Rule 65, DCF group home rules, CBC contract and Attain, Inc. policy.
  2. Ensure medication is stored, administered and documented in accordance to administration Florida Administrative Rule 65G-7. (Refer to the Medication Administration Policy and the Medication Administration Rule 65G-7.

Hiring, Training, Scheduling and Managing, Employee Performance

  1.  Ensure staff members providing residential habilitation meet the minimum initial and ongoing training requirements as required by Chapter 393, Rule 65G, the Medicaid Waiver Handbook, the Provider Agreement, DCF group home rules, CBC contract, and Attain, Inc. policy. Ensure employee staff training is tracked and recorded to document compliance with staff training requirements.
  2. Hire employees to provide residential services and conduct new employee orientation in accordance to Chapter 393, Rule 65G, the Medicaid Waiver Handbook, DCF rule, CBC contract, the Provider Agreement, and Attain, Inc. policy.
  3. Provide ongoing feedback to the Program Coordinators and Direct Support Professionals using positive and corrective feedback.
  4. Develop, coordinate, and monitor staffing schedules. Monitor staff utilization on a daily basis. Coordinate shift coverage with the Program Coordinators for vacancies/shortages to assure minimum staffing patterns are maintained while ensuring support services are provided in the most efficient cost effective manner.

Job Requirements

Qualifications:
  1. BA/BS degree in Human Services field and a minimum of three years manager and/or director level experience supporting persons with developmental disabilities.
  2. Current CPR certification.
  3. Florida driver’s license in good standing and good driving record.
  4. Satisfaction of Agency for Persons with Disabilities and Department of Children and Families level 2 background screening requirements (local law enforcement check, fingerprinting, etc.).
  5. Knowledge regarding governing rules and regulations, standards and policies pertaining to residential habilitation provided in licensed group homes.
  6. Computer knowledge, specifically Microsoft Outlook, Word and Excel.
