Youth Count!, an interagency initiative that develops strategies for counting unaccompanied homeless youth, addresses unaccompanied youth as a "hidden problem".

Policymakers focused on the issue should call for better data to advance the national response to youth homelessness. Urban Institute authored a process study of the initiative to tackle best practices that could be adapted to produce credible and useful data across the country.
