Jospeh Malinga, an allAfrica.com writer, participated in a civil society team that released a position paper to the parliamentary committee on Education.

The paper is part of an effort pushed by the Civil Society Budget Advocacy Group (CSBAG) that examines budgetary distributions to the benefit of the citizens. However, issues about the insufficient special needs education budget were raised, having the budget below the legal recommendation.
