Feather O' Connor Houstoun, a senior adviser to the Wyncote Foundation and Governing.com columnist, discusses about a block-granting experiment in Pennsylvania in the midst of budget cuts.

Houstoun looks back on the creation of federal Community Development Block Grants (CDBG). She was part of a team at the U.S. Department of Housing and Urban Development that created the CDBG program. She opines that the block-granting program experiment is an encouraging sign to help vulnerable citizens face their most pressing problems.
