A US Department of Education place-based initiative Promise Neighborhoods, aims to transform communities of concentrated poverty into places of opportunity using a range of services from early childhood through college and career.

The Promise Neighborhoods restricted-use data files (RUDF) contain individual-level and summary data on Promise Neighborhoods programs and participants. The RUDF is conducted by the Urban Institute for the US Department of Education from data gathered by Promise Neighborhoods implementation grantees through surveys, case management systems, and administrative sources.

The youth earn valuable life skills through mentorship, a key component in the social enterprise model. These social enterprises engage youth in training boot-camps and counselling, while receiving profits in return from their respective businesses.
