Federal Mandates for Testing Helps Kentucky Find Success in Online Exchange


The federal website, HealthCare.gov, has been undergoing some technical glitches, but through federal mandates for testing, Kentucky finds success in its separate web-based system for healthcare enrollment.

The Department of Health and Human Services (HHS) "laid out a very vigorous set of requirements" for individual states to follow. Kentucky is one of 17 states that opted to code its own online health insurance marketplace and website instead of using the one programmed by HHS.
