A new study discovered that big-city legislation was passed at dramatically lower rates than bills for smaller places. Even with the depressing track record, researchers learned that infighting within city delegations corrodes legislative success.
The study is part of an ongoing analysis of 120 years of state legislation. The project taps on an extensive data set, initially funded by the National Science Foundation.
