An Urban Institute paper examines the historical trends in economic inequality and the role of tax policy in reducing it.

The paper, entitled Taxes and Inequality, documents the reasons why income inequality increases, paying particular attention to the exchange between regressive and progressive federal and state taxes. It also reviews the economic expenses of using the tax system to reduce inequality.
