Pathways to Housing PA, one of four programs in a national network, has moved 400 homeless Philadelphians off the streets, most of them are veterans.
The housing-first solution is simple and cost-effective. It's the brainchild of Pathways to Housing's Sam Tsemberis, who founded the program in New York. The solution is: Give a homeless person housing and he is no longer homeless, along with provisions of support that reduce their medical costs so that they will learn to live more independently and sufficiently.
