Quality of Life Crimes: Legal System Fails to Make Reforms for Homelessness

After serving in prison, inmates who get out of jail return to life of homelessness and burdening society with "victimless crimes" or more known as quality of life crimes.

These quality of life crimes are crimes against property such as vandalism, trespassing and graffiti. They can affect businesses and harm the livability of residents. The problem is there are fewer services for homeless. This results into more law breakers knowing how to get rides in court and still get back on the streets with law enforcement charging them of vagrancy.
