With the budget cutbacks and austerity measures in place in Ireland, the government pushes forward to save face by working with philanthropic organizations in the reassembling of "Forum on Philanthropy" as a "Forum on Philanthropy and Fundraising" with Frank Flannery as chair.
A proposal, "National Giving Campaign", has been initiated to boost private giving by 10% each year through a publicity campaign costing a million dollars. However, the Forum's central strategy--supporting social enterprise-- as its direction it manifests as "a jaded, dead end", according to Village Magazine contributor Niall Crowley.
